The main reasons for the high rate of teenage pregnancies are inadequate sex education (some girls do not know that having sex can result in pregnancy or fully consider the responsibility of having children) and a lack of access to birth control.
"It was one step back [for] adolescent health," said Dr. Juan Perez III, executive director for the Philippine Commission on Population and Development. The law improved access to birth control for women, but it became harder for teenagers to get birth control.
That was the finding of a 2016 study by the United Nations Population Fund. By age 20, a teenage girl in the Philippines who gets pregnant and drops out of school earns 87 percent of the average 20-year-old woman's pay. Perez said the lower income continues further into adulthood.

Girls like Joy are classified among the poor, a vast category that encompasses 20 percent of Filipinos. Among teenage mothers of all income brackets, the poorest girls are the least likely to be able to finish their high school education after having their first child.
Inevitably, when Vere turns to the page in the photo workbook that shows an array of penis sizes and shapes, the teenagers break into peals of laughter. They cover their eyes and hide behind one another. Vere fields their questions: Why are some bigger than others? Why is that one crooked?
While the teenagers were fascinated with the practicalities and hygiene of sex and puberty, they struggled to discuss the process of conception. Bring up the difficulties and cost of raising a child, Vere said, and the teenagers would shut down or quickly change the subject.
She said a pastor told congregants that condoms spread AIDS, a mistaken belief reiterated by a sitting senator as recently as 2017. "For their information, the HIV virus is smaller than the pores of condoms which can only prevent pregnancy. Scientifically proven," Sen. Vicente Sotto III erroneously stated during a public argument with another politician.
Sen. Risa Hontiveros believes progress is coming, even if it's in fits and starts. Hontiveros, who sponsored one of the bills to prevent adolescent pregnancy and was at the forefront of the decadelong battle for the law, said the Catholic hierarchy continues to oppose legislation counter to its teaching but with "less of the stridency and less of the hostility than previously demonstrated."

She gathers bitter melon leaves from her garden, which she steeps into an acrid tea and tells the woman to drink. She says these methods usually will end a pregnancy.

Sitting at small sundries shop in Manila North Cemetery, where she lives (as thousands of people do) in one of the mausoleums, Ralyn chats with Margie, a 15-year-old who is seven months pregnant. In front of the shop, another young girl sits on a bench, her dress stretched over her belly. Ralyn points out a teenager walking down the path and says she was a child mother, too. Margie says she knows an even younger girl who gave birth when she was just 12 years old.

Of those who have ever had sex, the study found that 16.7% of them had sex with nonregular sexual partners. This finding is congruent with the study by Uchudi et al. who stated that people who begin having intercourse at younger ages are more likely to engage in sexual intercourse with casual partners and to have multiple and concurrent partnerships.25 This behavior, in no doubt, put these young ones at high risk for STIs including HIV/AIDS and teenage pregnancies. This also contributes to increasing teenage pregnancies, especially in Africa where about 14 million teenage pregnancies occur each year.26 It has also been estimated in sub-Saharan Africa that between 10% and 79% of all pregnancies in women below 20 years of age are described as unwanted.26 This suggests the need for youth empowerment on issues of reproductive health.
Adolescent pregnancy is a global phenomenon with clearly known causes and serious health, social and economic consequences. Globally, the adolescent birth rate (ABR) has decreased, but rates of change have been uneven across regions. There are also enormous variations in levels between and within countries. Adolescent pregnancy tends to be higher among those with less education or of low economic status. Further, there is slower progress in reducing adolescent first births amongst these and other vulnerable groups, leading to increasing inequity. Child marriage and child sexual abuse place girls at increased risk of pregnancy, often unintended. In many places, barriers to obtaining and using contraceptives prevent adolescents from avoiding unintended pregnancies. There is growing attention being paid to improving access to quality maternal care for pregnant and parenting adolescents. WHO works with partners to advocate for attention to adolescent pregnancy, to build an evidence base for action, to develop policy and programme support tools, to build capacity and to support countries to address adolescent pregnancy effectively.
Studies of risk and protective factors related to adolescent pregnancy in LMICs indicate that levels tend to be higher among those with less education or of low economic status (7). Progress in reducing adolescent first births has been particularly slow amongst these vulnerable groups, leading to increasing inequity.
Strategies and interventions related to adolescent pregnancy have focused on pregnancy prevention. However, there is growing attention being paid to improving access to and quality of maternal care for pregnant and parenting adolescents. Available data on access paints a mixed picture. Access to quality care depends on the geographic context and the social status of adolescents. Even where access is not limited, adolescents appear to receive a lower quality of both clinical care and interpersonal support than adult women do.
